Plain-English Summary

This joint resolution appropriates $500,000 from the Rhode Island state treasury for the 2026-2027 fiscal year to support 'Onward We Learn' and the Rhode Island GEAR UP program. The funds will be used to provide comprehensive college access programming and scholarships to middle and high school students in Rhode Island.

The Rhode Island GEAR UP program, funded by a federal grant from the U.S. Department of Education, requires a dollar-for-dollar non-federal match. Onward We Learn partners with the Rhode Island Office of the Postsecondary Commissioner to deliver these services, which aim to help first-generation students attend and complete college.

Participants in the program receive academic enrichment, career education, and post-secondary preparation, along with scholarships of up to $4,500 per year for four years at any Rhode Island institution of higher education. This appropriation helps fulfill the state's matching requirement to maintain the federal grant funding.

Bill Analysis

Both viewpoints
For Progressives
  • Supports first-generation and low-income students in accessing higher education.
  • Promotes equity in education and career readiness.
  • Reduces the student debt burden for vulnerable youth.
  • Leverages federal funds to maximize the impact of state spending on social programs.
  • $500,000 may not be sufficient to meet the full need of all eligible first-generation students in the state.
  • Relies on a non-profit organization rather than directly funding public school counseling and support systems.
For Conservatives
  • Satisfies a dollar-for-dollar federal match requirement, maximizing the return on state investment.
  • Focuses on developing career and technical skills necessary for the state's economic development.
  • Partners with an established organization that has a proven track record (participants are 48% more likely to earn a degree).
  • Increases state spending by $500,000.
  • Uses taxpayer money to subsidize higher education costs.
  • Directs public funds to a non-governmental non-profit entity.
